Confronting another IC

When strangers approach (confront?) me, the reason usually is that I'm walking like a drunk, or have fallen in public. This has happened in public restrooms, while I was carrying my used protection from the stall to a wastebasket. It was embarrassing, and I smiled and waved my would-be helper off, but I wonder if that was the appropriate response.
