VA Foreign Medical Program - reimbursing for diapers

Does anyone have any experience claiming reimbursement for diapers under the VA FMP?
I keep trying to call them, but after about 20 minutes on hold waiting for "the next available person", I give up.
Here's my situation:
I am a retired, disabled veteran. I (finally) got the VA to add my bladder incontinence to my disability list. Because I live overseas and don't have access to a VA medical center, I can claim reimbursement for certain purchases directly related to my disabilities. I can't find diapers anywhere in their literature or on the website, and as I said above, can't get them on the phone.
Does anyone have any experience with this? I really don't want to put a claim together, only to have it denied.
